Natürlich ist das so gemeint, dass Leute mit kaputten Uhren zum Inserenten sollen, denn der ist in der Tat ein Uhrmacher-Meister. Hätte er ein ? verwendet, wäre es keiner Erwähnung wert, aber mit dem ! passt es eben nicht zur Absicht.
